Union
Union until recently had no native population so much of costume comes from the place/culture the locals are originally from.
The exception being The Smoke this large industrialised town as grown from the refugees of Salem so the people dress in drab colours however the town has adopted a style of its own. The wealthy men sporting top hats and straight long coats, the women wearing lace, lots of underskirts, gowns, bonnets and the poor wearing cloth caps and trousers.
